GUIDE TO PRE-DA LODGEMENT MEETINGS

Liverpool City Council’s pre-DA meetings provide future applicants an opportunity to discuss the details of a proposed development, submission requirements and identify any issues with relevant Council officers. Council recommends certain development applications have a pre-DA meeting prior to lodgement. Although pre-DA meetings are not mandatory, consultation early in the process may identify issues and avoid future conflicts and assist in the preparation of the development application. Council does not charge a fee for the first pre-DA, however a fee may be charged for subsequent pre-DA’s regarding the same proposal.

 

Objectives of pre-DA meetings

Liverpool City Council has identified the following objectives of pre-DA meetings:

  • To provide timely advice and avoid delays to development applications;
  • To promote and maintain effective communication between Council and future applicants by providing open, accessible and honest communication with relevant stakeholders;
  • To increase the efficiency and effectiveness of the development application process by providing accurate advice upfront; and
  • Ensure future applicants have the necessary information to proceed forward with a development proposal.


The role of Council’s pre-DA meeting

The pre-DA meeting is intended to provide timely advice and avoid unnecessary delays to development projects. The pre-DA meeting service is to promote and maintain effective communication between the Council and future applicant. The meeting should help identify and clarify issues relevant to the proposal.

The pre-DA meeting is lead by a professional staff member from Council’s City Planning Department. Other officers with particular areas of expertise will also attend the meeting where relevant.

The pre-DA meeting is for discussion and clarification purposes only and not intended to pre-empt a final decision in relation to a development application, which will be the subject of a detailed assessment in accordance with the Environmental Planning and Assessment Act 1979.

Pre-DA’s meetings are held each Wednesday afternoon by appointment at Council’s administration building.


Development applications requiring a pre-DA meeting

Liverpool City Council strongly encourages a pre-DA meeting for the following applications:

  • Residential development (multi-unit development, residential flat buildings, mixed residential/commercial development, large scale subdivision applications);
  • Commercial development (other than minor additions/alteration, change of use applications);
  • Industrial development (other than minor additions/alteration, change of use applications);
  • Other development where significant site constraints exist (discuss with Duty Planner).

If in doubt you are advised to discuss with Council’s Duty Planner.


How to apply for a pre-DA meeting

The following steps will assist you in booking a pre-DA meeting with Council:

  1. Submit the pre-DA Meeting Request Form and supporting documentation (see below) via email to preda@liverpool.nsw.gov.au
  2. A Council Officer from City Planning will contact you to arrange a meeting time and date. A subsequent email providing confirmation of meeting time and date will be provided.

NOTE: A limited number of meeting times are available each Wednesday afternoon. Council cannot guarantee that your proposal will be discussed in the week following your request, however every attempt will be made for this to occur.


Supporting documentation to be submitted

The following documentation is to be submitted to Council with the pre-DA meeting request form:

  • Survey Plan (existing buildings, levels, etc);
  • Concept Site Plan (drawn at 1:100 or 1:200 in scale) illustrating the building footprint, indication of room locations and windows;
  • Car parking facilities and vehicle access arrangements;
  • Locations and dimensions of open space and landscaped areas;
  • Typical elevations containing dimensions;
  • Written description of the proposal including but not limited to; hours of operation, patronage numbers, employees, use etc.

NOTE: When submitting files electronically, the size of each of these files is limited to a maximum of 1.5MB, with a total of 10MB per email.

 

Outcomes of the pre-DA meetings

The planning officer chairing the pre-DA meeting will provide the following at the conclusion of the meeting:

  • A written summary of the advice and issues discussed at the meeting;
  • Matrix and checklist detailing of the information required to be submitted with an application; and
  • Development Application Form and supporting documentation
