WHAT IS COUNCIL DOING?

Liverpool City Council is proposing to develop a new Recreation and Community Precinct at Carnes Hill that will bring significant benefits to the local community.

The development of a lively and active precinct in Carnes Hill will provide much-needed social, cultural and sporting facilities for the community.

The proposed precinct will cater for residents living in Carnes Hill, Hoxton Park, West Hoxton, Prestons, Middleton Grange, Edmondson Park and the broader Liverpool catchment.

It will be designed to support the continuing growth of the area which is expected to reach a population of 100,000 in the future.

Liverpool City Council undertook a number of planning strategies that provided information for the proposed precinct. Findings from the research indicated that:

  • there is a lack of youth programs, activities or services operating in the primary area;
  • there is a need for a library;
  • there are limited informal and recreational options for children; and
  • existing community facilities are operating at full capacity and these facilities do not have capacity to cater for additional programs, activities and services.

 


WHAT IS COUNCIL'S VISION FOR THE PROPOSED
PRECINCT?

The development will offer the community an extensive range of facilities to cater for all needs and all age groups.

Based on the outcomes of a preliminary community consultation and planning process, the Recreation and Community Precinct includes the following key features:

  • Indoor recreation centre (including gym)
  • Library
  • Public plaza – with a water feature and public art
  • Skate park
  • Children's playground
  • Outdoor multipurpose sports courts (tennis/basketball/volleyball)
  • Community centre
  • Picnic area
  • Café
  • Half court basketball courts
  • Cycling and walking paths
  • Parking for the facilities

A sunlit plaza with outdoor cafe will be a great place to relax after a morning in the new children's playground or indoor sports facility, or after a game of tennis or a sportsground activity.

A skate park catering for young people will connect to a much-needed community centre. A new library will support the information, education and cultural recreational needs of the broader community.


WHERE WILL THE PRECINCT BE LOCATED?

The proposed precinct will be located on the corner of Kurrajong and Cowpasture Roads, Hoxton Park.

HOW WILL THE PUBLIC GET THERE?

The area will be serviced by a bus network and a new bus system will link Carnes Hill to Liverpool.

Council is currently designing the Kurrajong Road extension which will improve access to and from the area. Road extension work is expected to be completed by late 2013.

There will be ample free parking and the precinct will be a pedestrian friendly zone.


How we consulted you about Carnes Hill Recreation and Community Precinct?

Council engaged an independent consultant KJA to consult the community about the preliminary design of the precinct. Council sought input from the community through a variety of channels such as:

  • via posted surveys to Liverpool residents, hard copy feedback forms at Council's Customer Service counter and Library, and online through Council's website
  • via two 'Have Your Say Day' events at the Carnes Hill Marketplace that were well attended
  • via a workshop with key stakeholders of the proposed precinct to seek their detailed feedback

Council continued to receive phone calls about the proposal well after the consultation period had closed demonstrating a high level of public interest towards the proposed development.

More than 250 community responses were received detailing overwhelming support for the project and highlighting some key issues and areas for improvement in the proposed design.


What you told us about the proposed precinct?

The preliminary consultation period is now complete and KJA has analysed the feedback received from the community and prepared a consultation report. To read the consultation report click here.

Key findings

The feedback received did not require a change to the number and type of functions proposed for the site. One key community concern was in relation to the ongoing maintenance of the precinct. As a result, the design of the community centre, library and the recreation centre has been modified to a more rectangular shape which will be easier to maintain in the future. With ongoing maintenance, the design will continue to look good and be a community feature we can all be proud of. The modified designs can be viewed here.

WHAT'S HAPPENING NOW? 

The design plans for the Carnes Hill Precinct have been publicly  exhibited as part of the development application process. Council thanks all those residents who made submissions as part of this public exhibition process.

Council has now forwarded the development application together with all submissions made in relation to the proposed Precinct to the Sydney West Joint Regional Planning Panel (JRPP). This Panel will determine whether or not to issue Council with development consent.
