Who does what in Liverpool City Council?

Within the local government structure there are the elected members of council (councillors) who govern the council, and the council staff who form the council administration to undertake the day-to-day operations of a council.

Liverpool City Council is broken up into departments which manage different aspects of Council's operations. This organisational structure is available for download.

Role of the General Manager 

Image Phil TolhurstEvery Council employs a General Manager. This is required by the Local Government Act, 1993 - an act of the state parliament, which sets out many of the rules about how councils must operate. The General Manager runs Council on a day-to-day basis.

It is the General Manager’s job to make sure that Council decisions are turned into action. The General Manager is responsible for employing Council staff, making sure that Council resources are utilised efficiently and Council objectives are achieved.

Letters to Council are generally addressed to the General Manager.

Governance and Financial Services

The Governance and Financial Services directorate links all areas of the Council by providing the necessary support for financial management, purchasing, corporate and human resource services, as well as a strong focus on customer service, information and communication.

Assets and Infrastructure Delivery

The Asset and Infrastructure Delivery directorates’ prime focus is on the delivery of infrastructure. Several assets and infrastructure teams plan, design and manage the upgrading of existing, and construction of new community assets such as roads, drainage, parks, recreation facilities and buildings.

City Services

The City Services directorate has a number of operations teams that manage our children’s services, library services, leisure centres, community development, open space and community buildings. It also includes a number of works teams that manage public space appearance, maintain transport and drainage assets and provide the needed plant and fleet services.

City Strategy

The City Strategy directorate provides the policy and technical expertise needed to guide Liverpool through the challenges associated with rapid urban expansion and employment generating development. The activities of this directorate include strategic and land use planning, corporate planning and reporting, environmental, social and transportation planning, waste planning, Liverpool CBD place management and developer contributions.

City Planning

The City Planning directorate focuses on Statutory Planning and Building Services and encompasses the functions of building inspections, construction certificates, health inspectors, occupation certificates, development application assessments, the Design and Review Panel, the Independent Hearing and Assessment Panel, developer compliance and accreditation for places of public entertainment.

Role of Council Officers 

Liverpool City Council employs hundreds of staff, while other small councils in the country may have as few as 20 staff. These people are not elected but appointed. They are paid for their work.

Some of the people that Council employ work as labourers and clerical assistants. Others must have skills requiring technical training or a university degree.

Liverpool City Council employs many different people including librarians, childcare workers, town planners, social workers and engineers.

Role of the public officer 

It is a statutory requirement that all councils have a Public Officer, a role which serves a number of important functions. The Public Officer:

  • may deal with requests from the public concerning Council's affairs
  • has the responsibility of assisting people to gain access to public documents of Council
  • may accept service of documents on behalf of Council
  • may represent Council in any legal or any other proceedings
  • has such other functions as may be conferred or imposed on the Public Officer by the General Manager.

The Public Officer serves directly under the direction of the General Manager.
