ROLE OF THE MAYOR 

Under Section 226 of the Act, the stated functions of the Mayor are:
• To exercise, in cases of necessity, the policy-making functions of the governing body of the Council between meetings of the Council
• To exercise such other functions of the Council as the Council determines
• To preside at meetings of the Council
• To carry out the civic and ceremonial functions of the Mayoral office.

ROLE OF LOCAL GOVERNMENT COUNCILLORS 

The role of a Councillor is defined in much more detail in the Local Government Act 1993 than it was in previous legislation.  It is important to note that the 1993 Act defines the role of a Councillor in two separate and distinct strands:  firstly, as a member of the governing body of the Council; secondly, as an elected person. 

Section 232 of the Act provides that the role of a Councillor is:

(a) As a member of the governing body of the Council:
• To direct and control the affairs of the Council
• To participate in the optimum allocation of the Council’s resources for the benefit of the area
• To play a key role in the creation and review of the Council’s policies and objectives and criteria relating to the exercise of the Council’s regulatory functions
• To review the performance of the Council and its delivery of services, as well as its management plans and revenue policies;  and

(b) As an elected person:
• To represent the interests of the residents and ratepayers
• To provide leadership and guidance to the community
• To facilitate communication between the community and the Council.

Liverpool City Council is divided into two wards being North and South. 

The role of Councillors is to make decisions about the running of the community and the Council. Councillors listen to the issues and ideas of individual residents and community groups and make strategic and policy decisions. The Mayor leads Council meetings and represents Council on formal occasions. An election of Liverpool City Council was held on 13 September 2008.

Liverpool City Council holds regular Council meetings on a Monday night (unless otherwise stated), at Council's Administration Centre, 1 Hoxton Park Road, Liverpool, starting at 7pm.

How a Council meeting is conducted 

When Council meetings commence, the Mayor, who is the chairperson of the meeting, will advise the Council
officers and public that the meeting is open. Once the meeting is opened, a prayer is read and the order of
business is as follows:

  • Apologies
  • Condolences
  • Confirmation of minutes, and
  • Public forum.


If there are condolences, a minute's silence is observed. The chairperson then proceeds with each item on the
agenda. The agenda is divided into a number of sections. Each section is dealt with separately. The chairperson
announces each section. Each section contains a recommendation proposed by a Council officer. Councillors move and second a motion (usually the officer’s recommendation), debate it and vote on it. For the purposes of compiling the minutes of meetings,
each meeting is recorded.

How the public can address a Council meeting 

Council's Code of Meeting Practice provides that residents and ratepayers may address a Council meeting if prior
arrangements have been made.

Requests to address Council meetings should be forwarded to the Corporate Services team by telephoning 9821 9243 or 9821 9309.

For items on the agenda, notice must be given no later than 5.00pm on the day of the meeting by email to the Public Officer
For items not on the agenda, requests must be received in writing one week prior to the Council meeting.

Speakers cannot address Council on Development Applications which have been considered by the Independent Hearing and Assessment Panel, as they have already been given the opportunity to put their case to the Panel.


People requesting to address Council meetings need to:

  • Give their name and address
  • Identify the organisation or group they are representing (if applicable)
  • Provide details of the issue to be addressed, their interest in the issue and the item number of the report in the Business Paper, and
  • Indicate whether they are opposing or supporting the issue.


Completed requests to address Council meetings must be forwarded to the Public Officer by:

  • Handing to Customer Service Centre Administration Building at 1 Hoxton Park Road, Liverpool NSW
  • Posting to 1 Hoxton Park Road, Liverpool NSW 2170 or Locked Bag 7064, Liverpool BC NSW 1871
  • Faxing to 9821 9333, or Emailing to publicofficer@liverpool.nsw.gov.au


The Public Officer can by contacted by phone (1300 36 2170) to answer enquiries on addressing a Council meeting.


When addressing the Council, speakers must:

  • Address the chairperson on all occasions
  • Confine their remarks to the subject matter
  • Obey any directions given by the chairperson
  • Attempt to answer any questions put to them by the chairperson, and
  • Only address matters which are under the jurisdiction or influence of Council.


Speakers should not:

  • Make personal remarks or criticisms
  • Use abusive or inappropriate language
  • Speak for longer than five minutes unless they have been granted an extension of time by the chairperson, and
  • Address Council more than once on the same matter.

To ensure that Council meetings are conducted in an appropriate manner members of the public are not permitted to interject or in any way disrupt the proceedings. Members of the public are required to obey all directions given by the chairperson.
