Sydney's Growth Centres

The North West and South West Growth Centres were identified for Greenfield land release by the NSW Government in 2005, with first release Precincts formally released for planning in 2006.

The Growth Centres will eventually provide around 181,000 dwellings and $7.5 billion in infrastructure for about half a million new residents within the North West and South West Growth Centres.

The Department of Planning & Infrastructure works with infrastructure agencies, industry, local councils, landowners and the community to rezone land and coordinate essential infrastructure delivery to kickstart development.

The Department will consult with councils and landowners in developing the plans for each precinct in the Growth Centres.  This will result in new zonings and controls for the precincts. Councils will identify what types of local infrastructure are required in the precincts, such as parks, community facilities, drainage and local roads.

In July 2009 the Department of planning announced that the South West Growth Centre precincts of Austral and Leppington North have been released so that the rezoning process can begin.

Public Exhibition Information

 

The Draft Precinct Plans for Austral / Leppington North are being exhibited by the Department of Planning and Infrastructure from 26 October 2011 to 2 December 2011.

The exhibition material includes:

  • Proposed changes to current land use zonings, and
  • Development controls which must be met for any future development to be approved

The exhibition material is made up of:

  •   Precinct Planning Report
  • Draft Indicative Layout Plan
  • Explanation of the proposed SEPP Amendment (the SEPP amendment will put in place the new planning controls including draft zoning maps)
  •  Draft Development Control Plans (DCPs)
  • Supporting studies covering issues such as the environment, transport and urban form

The Draft Precinct Plans will be on exhibition at the following locations:

Following the public exhibition, the Department of Planning and Infrastructure will review all the submissions received, and if necessary make changes to the ILP and planning controls.  It is anticipated that the new planning controls will come into force in 2012.

Once developed, the Austral and North Leppington Precinct will feature:

  • 16 000 homes (Liverpool and Camden Local Government Areas)
  • 51 000 residents (Liverpool and Camden Local Government Areas)
  • Leppington Major Centre with regional shopping, employment and cultural facilities
  • New Leppington Station
  •  A Local Centre at Austral (Fifteenth & Edmondson Avenues)
  • 3 Neighbourhood Centres
  • 59 ha of active open space and 89 ha of passive open space
