Liverpool City Council is committed to providing accessible and equitable services, programs and information to Liverpool residents from culturally and linguistically diverse backgrounds (CALD) in accordance with the State Government’s Principles of Multiculturalism. To fulfil this commitment, Council has for a number of years been implementing a multicultural plan across all departments.
The latest version of the multicultural plan, the Local Equity and Access Policy Statement (LEAPS) Multicultural Plan 2010 – 2014 was recently adopted by Council. This plan contains outcomes and strategic directions that will guide Council to plan and deliver services and programs for Liverpool residents from CALD backgrounds. It includes an Action Plan for 2010 – 2011 which provides details of services, programs and resources of Council to address community needs, issues and interests, as well as identifying opportunities to celebrate cultural diversity and develop partnerships.
Council’s multicultural plan aims to achieve a diverse, culturally rich and socially inclusive community. To achieve this Council will implement the following strategies: 
- Improve community harmony and respect;
- Support services for new and emerging migrant communities;
- Increase access to English language support and services;
- Improve community pride and identify;
- Improve community information, engagement and consultation;
- Increase opportunities for participation in community activities and programs;
- Support the community services sector in delivering coordinated programs and services;
- Strengthen community and civic leadership; and
- Increase resources and funding for community services including new and emerging migrant communities.
