Registering and microchipping your pet is a two step process:
1. Microchipping Your Pet ("Chip in")
All dogs and cats over twelve (12) weeks of age as of July 1999 are required by law, to be permanently identified (microchipped) with Council. All cats and dogs must be microchipped by 12 weeks of age and before being sold or given away.
This must be done prior to lodgement of the Lifetime Registration forms to Council. Vets and Animal Welfare Organisations implant the microchip and the cost of this service may vary.
Your vet or Animal Welfare Agency can assist you in the completion of the required Permanent Identification Forms available for download prior to submission to your local Council. Once lodged, Council will forward a certificate of identification to you.
2. Lifetime Registration ("It's for life")
Yearly registration fees no longer apply. In 1998, the NSW State Government introduced a single one-off lifetime registration fee system. This fee is payable to your local Council. The payment is then forwarded to the NSW State Government. Your pet will need to be microchipped (permanently identified) prior to lodgement of your completed Lifetime Registration form to Council. All dogs and cats over the age of six (6) months of age as of July 1999 are required by law to be lifetime registered with Council.
Your companion animal must be wearing a collar with an identification tag at all times.

Change of ownership
It is the responsibility of the person selling or giving away a dog/cat to effect a change of ownership.
Change of ownership forms are available for download or from your local veterinary clinic.
The following procedures should be followed:
- Old owner to enter the details of the new owner onto the form including address and contact telephone numbers
- The old owner must sign the change of ownership form
- The new owner must sign the form
- The old owner must forward the form to their local council
- If the new owner has no microchip details or previous owner details, contact your local council - Council will record the changes on the NSW Companion Animals Register
- Register and forward a Certificate to the new owner.
Unless your details are correct on the Register you may not be re-united with your pet if it is lost.
You must tell Council when:
- You changed any of your personal details (within 14 days)
- Your pet is missing more than 72 hours (within 96 hours)
- When your pet dies (within 28 days).
