On 29 June 2009 Liverpool City Council will commence its new waste recovery service for all households in the Liverpool Local Government Area.
Residents living in single-unit dwellings will receive a 240 litre commingled recycling bin, a 240 litre garden waste bin and a 140 litre garbage bin. The introduction of the new service is expected to divert 71 per cent of our waste from landfill to be recovered as valuable resources.
Garden waste that is usually placed in your garbage bin will be placed in your garden waste bin, increasing the amount of waste diverted from landfill. Your garden organics will be composted at SITA’s composting facility at Kemps Creek where it will be recovered and processed into mulch and compost by Australian Native Landscapes.

Why is Liverpool City Council moving forward on resource recovery?
Council’s Waste Avoidance and Resource Recovery (WARR) Strategy adopted in 2005, identified that Liverpool could improve its environmental performance by providing an enhanced kerbside recycling service involving mobile bins of increased capacity and introducing regular fortnightly collections of garden organics. The WARR Strategy also identified that residual waste could be processed into valuable resources using Advanced Waste Treatment (AWT).

What is Advanced Waste Treatment?
Starting on 29 June 2009 Council will start a completely new waste system which is based around resource recovery and diversion of waste from landfill. Part of this strategy is the use of an AWT facility which provides Liverpool City Council with the means to achieve the aims of the Waste Avoidance and Resource Recovery Strategy 2005.
• SITA Environmental Solutions’ Advanced Waste Treatment (SAWT) plant at Kemps Creek will process 134,000 tonnes of waste annually, with up to 80 percent being diverted from landfill.
• The Advanced Waste Treatment (AWT) process uses proven technology and offers holistic solutions for councils, converting organic waste from the residual waste stream into compost and mulch products, and recovering valuable resources such as aluminium, steel, plastic and glass.
• The SAWT will:

Divert 68% of Liverpool’s residual waste bin or household rubbish. The plant will process 60,000 of residual waste from Liverpool – the garbage bin from homes – and recover recyclables while converting the organics into reusable composts. |

• AWT is the way of the future in waste management. If Australia had 40 such plants it would achieve a 70-80% household recycling rate, up from a current 48%.
• Just as significantly it would stimulate over $4 billion in private sector investment, reduce Australia’s greenhouse gas emissions by around 20 million tonnes per year and create around 4000 permanent and recession-proof jobs.
What the SAWT plant means for Liverpool Council:
• When Liverpool begins to use the AWT facility from July, 68 percent of putrescibles waste will be diverted from landfill.
• 82 percent of kerbside waste (almost 70,000 tonnes) will be recycled, compared to just 16 percent before.
• At the moment after the recyclables – paper, plastics, glass and metals - are taken out of the Liverpool resident’s garbage all that is left goes to landfill.
• From July Liverpool ratepayers will have access to three bins: recycling, garden waste and putrescibles waste (general household rubbish).
• Recycling bin - paper, cardboard, plastics, glass containers, metal containers – 100 percent recycled.
• Garden waste bin – garden waste (twigs, flowers, lawn clippings and leaves) – 100 percent recycled.
• Putrescibles bin - food scraps and other domestic rubbish – 68 percent recycled.
• The use of the AWT will save 10,000 tonnes of CO2 emitted into the atmosphere.

Frequently Asked Questions
When will I receive my new bins?
Residents will receive their new bins between May and June 2009, in the lead-up to the new service commencing the week of 29 June 2009.
When can I start using my new bins?
The new waste collection service will commence the week of Monday 29 June 2009. (Your start date will vary depending on your collection day.) Please refer to the information pack you receive with your bins advising you of your collection dates.
How does this affect my domestic waste charge on my rates payment?
With the State Government landfill levy and landfill operating charges, landfill disposal costs have increased and will continue to increase each year. Our domestic waste charge is set annually based on the Domestic Waste Management Collection Service cost to Council.
What do I do with my old garbage bin and recycling crates?
Your old garbage bin will be collected systematically, in conjunction with you receiving your new replacement garbage bin. Your garbage collection service will not be affected.
You may keep your blue and black crates if you wish. If you do not want to keep the empty recycling crates and the trolley, leave them at the kerb for collection or contact Remondis directly on 1 800 234 733.
It is recommended that if you do want to keep your crates that you store them away and that you do not present any recycling until the commencement of the new service. You may place the recycling into the yellow-lid recycling bin however this bin must not be presented for collection until the week commencing 29th June 2009.
Who will own the new bins?
Your new waste service bins, to be delivered prior to 29 June 2009, will be owned by the contractor until the end of the contract period. Currently, Council’s collection contractor is JJ Richards, and this will continue with the commencement of the new service.
What do I do if I need a larger garbage bin?
The system being introduced was selected as the most suitable system to collect domestic waste in the Liverpool area taking into account residential waste service needs, cost, convenience and resource recovery. By receiving the third garden waste bin, your actual bin capacity provided will increase from 420 litres per week (standard service option) to 620 litres per week.
On average, more than 50 per cent of household generated waste is food and garden waste. The introduction of the garden waste bin will allow garden waste to be placed in this bin instead of your garbage bin, where it will be composted and mulched.
The cost of landfill disposal is constantly rising. In order to avoid these costs being passed on to ratepayers, and to increase maximum resource recovery, the new collection system has been developed. A larger bin may be obtained if your household meets set requirements as determined by Council. Will my collection day change?
With the introduction of the new collection system including a 240 litre recycling bin and 240 litre garden waste bin, there is likely to be some changes to your collection day. These will be confirmed closer to the date of commencement of service and you will be advised of any changes to your collection.
What bins will I receive and how often will my bins be emptied?
Residents in single-unit dwellings (houses) in urban areas will be provided with (standard service):
• One 140 litre red-lid garbage bin collected weekly • One 240 litre yellow-lid recycling bin collected fortnightly • One 240 litre green-lid garden waste bin collected fortnightly
Please note: Residents living on rural properties may not receive a garden waste collection service for their garden waste as these properties have the space to manage their garden waste on site. Residents on these properties will receive a larger 240 litre garbage bin. If you would like further information please contact Council’s Customer Contact Centre on 1300 36 2170.
Residents in townhouses and villas will be provided with:
• One 140 litre red-lid garbage bin collected weekly • One 240 litre yellow-lid recycling bin collected fortnightly • One 240 litre green-lid garden waste bin collected fortnightly (provided on request at no additional charge to the resident)
Residents in multi-unit dwellings (flats and units) will be provided with:
• One 240 litre red-lid garbage bin shared between two units, collected weekly • One 240 litre yellow-lid recycling bin shared between two units, collected weekly
Unit blocks that have limited space for bin storage, will receive additional collection services during the week to accommodate for this.
Are green-lid garden waste bins supplied to villas and townhouses?
Townhouses and villas will be provided with green-lid garden waste bins on request at no additional charge to the resident. Generally they will receive a green-lid garden waste bin each, however, if garden areas are small, then one garden waste bin will be provided between every two townhouses or even one between every three townhouses in some cases.
Where does my recycling, garden waste and garbage go once collected?
The contents of your yellow-lid recycling bin (paper, cardboard, plastics, glass containers, metal containers) are taken to the VISY Recycling Materials Recovery Facility (MRF) located at Smithfield for recycling.
The contents of your green-lid garden waste bin (twigs, flowers, lawn clippings and leaves) are composed by SITA and Australian Native Landscapes located at Kemps Creek.
The contents of your red-lid putrescibles bin (food scraps and other domestic rubbish) will be processed at the SITA Advanced Waste Treatment Facility located at Kemps Creek. Up to 68 percent of the rubbish will be recycled or composted with the remainder being disposed to landfill.
I didn't receive an information pack. How can I get one?
Your information pack contains important information about your new garbage and recycling service. In your information pack, you will find an information letter, an information booklet and a collection calendar similar to the ones pictured below.

If you live in a single unit dwelling, villa or townhouse your recycling will be collected fortnightly. If you live in a multi unit dwelling (unit or flat) your recycling will collected weekly. Once collected your recyclable materials will be taken to VISY’s Materials Recovery Facility (MRF) located at Smithfield. Recyclable materials collected are broken down and the materials are used to make something new, rather than extracting new resources and materials from our environment. The sorting process is done by both people and mechanised ‘positive’ sorting.

Currently, Council does not provide a method of disposing of your garden waste. Your garden waste collection service will commence from 29 June 2009. Some residents may already be managing their garden waste on their own property by composting or mulching, which means you are already achieving great outcomes in waste avoidance and resource recovery. Council encourages you to continue home composting as you are contributing to achieving excellent sustainability outcomes!
Residents receiving a green-lid garden waste bin will have their garden waste collected from the kerbside and taken to SITA’s Advanced Waste Treatment facility at Kemps Creek. SITA will provide this garden waste to Australian Native Landscapes with the collected garden waste to turn into nutrient rich compost.

On average every household produces approximately one tonne of waste per year. Once your waste is collected from the kerbside, it is currently taken to landfill at Eastern Creek.
From 29 June 2009, your waste will be collected from your red-lid garbage bin at kerbside and taken to SITA’s Advanced Waste Treatment facility at Kemps Creek. Here, the waste will be further sorted to recover any other materials such as food to be diverted from landfill.
Note: Rural properties may dispose of garden prunings in their red-lid garbage bin.

Other useful information about your recycling and waste service
How important is it to recycle correctly?
It is important that Liverpool residents recycle correctly. Placing the incorrect items in your yellow-lid recycling bin results in contamination of a whole truckload of recycling. Don’t put your recycling efforts and your community's recycling efforts to waste by placing incorrect materials in your recycling bin.
If you would like help with your bins and what items belong in each bin, contact Council’s Customer Contact Centre on phone 1300 36 2170. Council can provide you or your block of units with educational material that includes brochures, stickers and signage for bin bay areas.
Why should food waste be recovered from landfill?
In landfill, food waste produces significant quantities of greenhouse gases. By recovering food waste and combining it with garden waste there will be a significant reduction of greenhouse gas emissions produced by Liverpool residents. A combination of food and garden waste produces higher quality compost than garden waste alone.
What happens if the bins are lost, stolen or damaged?
If your bin goes missing or is stolen you must contact Council’s Customer Contact Centre on 1300 36 2170 so we can conduct an investigation of your lost bin. If your bin is unable to be found it will be replaced at no cost.
If your bin is damaged you must contact Council’s Customer Contact Centre on 1300 36 2170. The bin will be inspected to determine whether it can be repaired. If your bin is beyond repair due to damage as a result of normal wear and tear or by the collection crew, a replacement bin will be provided free of charge.
Special Event Bins
Council can also provide you with Special Event Bins for occasions where additional waste is generated, like after a party or a clean-up before or after moving house. One 240L garbage and 240L recycling bin will be provided at a cost of $40. Special Event Bins are delivered, emptied and removed Monday to Friday only. Additional Weekly Domestic Waste Service
Council is committed to sustainable waste management which promotes avoiding the generation of waste where possible and maximising recovery of recyclable material. If you are doing as much as you can to avoid, reduce, reuse and recycle but still believe you require an additional domestic waste service, you must go through an application process with Council. This may include a waste audit of your current bin to determine your eligibility for an additional bin. Prior to making an application, consider the following:
• Are you recycling as much as possible? Do you need more bins for recycling?
• Consider alternatives to waste disposal like composting or worm farming which can reduce waste by 50%.
To apply for a larger red-lid waste bin or for an additional waste service:
• Complete the Application for Upgrade and Additional Bin(s) (Garbage/ Garden Waste/ Recycling). Click here to download this form or contact Council's Customer Contact Centre on 1300 36 2170 to have a form mailed out to you.
• If you rent the premise, you must get the owner’s written consent to the additional service by signing the application form
• Submit the completed application form to Council.
Once your application has been thoroughly assessed, you will be informed as to whether or not you have been successful in your request for an additional waste service.
Please note: Owner consent is required as the owner is responsible for the payment of the charge in conjunction with payment of rates.
