HAVE YOUR SAY ON the liverpool community strategy!

The draft Liverpool Community Strategy 2009 (previously called the Social Plan) has been developed and is now on public exhibition, providing members of the public with the opportunity to make comment or raise questions. Public submissions enable Council to incorporate community comments into the final document.

The Community Strategy will be on public exhibition until 5pm, Tuesday 1 December 2009. Written submissions are invited from the public and must be addressed to:

What is a community strategy? 

The Planning Institute of Australia defines social planning as an activity that invovles:

"Planning for the needs and aspirations of people and communities through strategic policy and action, integrated with urban, regional and other planning activity.  Social planning is founded on the principles of social justice (equity, access, participation and rights) and aims to enhance community well being and effectiveness."

The Local Government (General) Regulation 1999 requires all councils in NSW to develop a five year Social/Community Plan. This plan, which Council refers to as the Community Strategy, must include a description of the local community, a community needs analysis and strategies/ actions the Council will undertake to improve the community's well-being.

How the Community Strategy was developed?

A range of methods were used to develop the Community Strategy:

Review of previous Social Plan

The 2004-2008 Social Plan was reviewed to identify achievements and areas which required further work.

Review of community wellbeing literature

A review of national and international literature was undertaken to understand factors that impact on and contribute to community health and wellbeing. This process helped to develop the six key outcome areas contained in the strategy.

Demographic analysis

A comprehensive demographic analysis at a local government area and suburb level was completed using the Australian Bureau of Statistics 2006 Census of Population and Housing, and additional data from State and Commonwealth government departments, and information from local service providers.

Community consultation, telephone survey and workshops

Consultations and workshops were held with community networks, residents and council staff and committees. More than 350 people participated in the consultation process. A phone survey of over 500 people was also conducted to determine community satisfaction. The consultations and surveys assisted in identifying community needs and priorities.

Social indicators and social trends and policy priorities

Key social indicators for each outcome area were identified using data from a range of different sources through which Council can identify problems to be addressed. A review of contemporary social trends and policy priorities in Australia that also impact on Liverpool were identified and included.
