Leppington Town Centre Zoning Review

Project Overview

Leppington Town Centre is located in the South West Growth Area. The 440 hectare locality has been identified by the NSW Government as a strategic centre spanning across both Liverpool City Council and Camden Council areas.

A draft planning proposal has been by prepared by Liverpool City Council and Camden Council (supported by NSW Department of Planning and Environment) to rezone land and amend development standards for several land parcels within the Leppington Town Centre.

The planning proposal seeks a new vision for the Leppington Town Centre, by reducing the amount of land zoned for a business park and increasing the amount of land zoned for commercial uses, housing, and open space. This includes optimising the extent of certain zones and planning controls. A summary of changes is provided below:

  • Increased extent of residential and recreation zones
  • Updated maximum building height controls;
  • Introduction of maximum Floor Space Ratio (FSR) controls for residential zones (how much floorspace area can be built on a site);
  • Introduction of minimum commercial floor space provisions
  • Introduction of FSR bonus incentives for low carbon building, and affordable housing for key workers (low and middle-income earners); and
  • Introduction of local provisions to encourage design excellence, mitigate against the urban heat island effect, and improve the public domain.

Over the next 20 years, Leppington Town Centre could provide homes for over 25,000 people along with 11,000 jobs. The plan includes new and expanded schools, new community facilities, parks and plazas, and better roads.

Meetings by appointment

Liverpool City and Camden councils will be holding in-person meetings for landowners and other stakeholders to discuss site-specific issues relating to the planning proposal package. Council officers will be available to discuss matters related to zoning and development controls.

These meetings will be held at Camden Council’s Administration Centre (70 Central Avenue, Oran Park) and Carnes Hill Library (600 Kurrajong Road, Carnes Hill) from 16 November to 14 December 2023.

Liverpool Council landowners and stakeholders are encouraged to register for meetings held at Carnes Hill Library.

Submissions are invited from the public and can be made through the submission form or sent via email to lcc@liverpool.nsw.gov.au. Written submissions should be addressed to the Chief Executive Officer, and be received by 5pm on 6 February 2024, quoting ref: RZ-1/2022.
