On 6 December 2024, Liverpool City Council received correspondence from the Department of Planning, Housing and Infrastructure (DPHI), that the Moore Point Planning Proposal is considered of State Significant and will now be progressed as a State-assessed rezoning proposal.
In short this means the NSW Government rather than Council will lead the assessment of the proposal including the assessment of all the submissions received by Council during the public exhibition period. Council staff will ensure all submissions are passed on to DPHI for their consideration and assessment.
Council staff will continue to work collaboratively with the proponent, DPHI and all relevant NSW Government agencies as the assessment of the Planning Proposal progress.
Overview
The Planning Proposal was lodged by Coronation Property and Leamac Property Group (the Joint Landowner Group) and seeks to amend the planning controls in the Liverpool Local Environmental Plan 2008 (LEP) that apply to the following properties:
- 3 Bridges Road, Moorebank (Lot 200 DP 1009044)
- 5 Bridges Road, Moorebank (Lot 100 DP 775780)
- 6 Bridges Road, Moorebank (Lot 10 DP 875626)
- 8 Bridges Road, Moorebank (Lot 111 DP 1133744)
- 11 Bridges Road, Moorebank (Lot 201 DP 1009044)
- 361 Newbridge Road, Moorebank (Lot 101 DP 827141)

The main proposed changes to the planning controls in the Liverpool Local Environmental Plan 2008 (LEP) on this site, include:
- Rezoning the sites from E4 General Industrial to MU1 Mixed Use and RE1 Public Recreation.
- Applying a floor space ratio of 4:1 (the floor space of buildings can be up to four times larger than the land area of the site).
- Applying a range of building heights controls up to a maximum of 126m (approximately 20m taller than the recently completed Meriton tower on Northumberland St in Liverpool).
- Applying a minimum lot size control of 1000m2; and
- Identify an area with existing buildings as a Heritage Item to create a ‘Heritage quarter’ with the adaptive re-use of significant industrial buildings.
The purpose of the Planning Proposal is to facilitate the development of a 31.4 hectare mixed-use Precinct. The Precinct is nearly 10 times the size of the Bigge Park street block.
The Proposal is one of the largest privately-initiated urban renewal projects in Australia. The Master Plan will be delivered in three stages over an anticipated delivery timeline of between 30 and 40 years. It is proposed to deliver 40% of dwellings in the first stage.
The Precinct is expected to include:
- Residential Development: Approximately 11,000 dwellings which will cater for a potential future population of 21,000 people.
- Non-Residential Development: Approximately 346,000m2 of floor space, including:
- Approximately 160,000m² of new commercial office floor space, equivalent to approximately 50% of the existing floor space in the Liverpool CBD).
- Approximately 167,000m2 of new retail floor space (shops, hospitality, supermarkets and events/showrooms). This is approximately twice the floor space of the existing Westfield Shopping Centre in Liverpool.
- School Infrastructure: A primary school with the capacity for 1,000 students with the potential for a second primary school.
- Open Space: Up to 10 hectares of publicly accessible open space, including the Georges River foreshore and a central open space area of approximately 8,500m2 (equivalent to the size of Apex Park in Liverpool).
- Community Infrastructure: Including community facilities, and two pedestrian bridges connecting the Precinct to the Liverpool CBD.
Council continues to work collaboratively with the NSW Government and the Joint Landowners Group on the provision of infrastructure and contributions funding for the Precinct. There are also several other aspects of the Planning Proposal which are yet to be fully resolved, including flooding and evacuation, transport and infrastructure, open space provision and urban design refinements. This will continue to occur following the public exhibition period.
