Overview
At its Ordinary meeting of 18 June 2025, Council resolved to publicly exhibit the Draft Liverpool Community Participation Plan (CPP).
The CPP applies to all land within the Liverpool Local Government Area (LGA) and sets out when and how Council will engage with the community as part of the planning functions it performs under the Environmental Planning and Assessment Act 1979.
The current CPP includes public participation requirements for the assessment of development applications (DAs) and strategic documents. The CPP is required to be periodically reviewed to ensure it reflects both City and community sentiments in relation to community engagement practices and incorporate statutory requirements.
What changes are proposed?
The most recent review has proposed changes to the public participation requirements for the assessment of Development Applications (DAs). Specifically, this includes:
- Amending the definition of ‘adjoining land’ to mean properties that directly abut a site, or across a driveway or pathway, of a proposed development site.
- Notification for all subdivision DAs, not just for lots over 300sqm.
- Rural zones have a minimum 100m notification distance applied for all land uses.
- Medium density residential such as manor houses and multi dwelling housing to notify neighbors within 50m (up to 4 properties in each direction).
- Lower impact commercial and retail uses such as amusement centres and landscaping materials supplies to notify neighbours within 50m.
- Higher impact commercial and retail uses such as markets and pubs to notify neighbours within 75m (up to 6 properties in each direction).
