As per Clause 31 of the Environmental Planning and Assessment Regulation 2000, Liverpool City Council has adopted Liverpool Contributions Plan 2009 (Amendment No.2). The amendment removing land within the Western Sydney Aerotropolis from this Contributions Plan. This change will ensure consistent with any future Contribution Plan made for the Aerotropolis.

Liverpool Contributions Plan 2009 (Amendment No.2) comes into effect on the date of publication of this notice (15 December 2020). A copy of the updated Contributions Plan is available here.

In accordance with the Roads Act 1993, Liverpool City Council is exhibiting the following names:

  • SPN-6/2020 – BEUK STREET, AUSTRAL - currently known as Gournay Street, to be renamed to Beuk Street, Austral.

Council’s vision for the Miller Town Centre is to create a safe and sociable environment that will service a variety of community needs by providing diversified retail, community services, and improved public open space.

Council has prepared a draft Masterplan for renewal of Council owned social infrastructure in Miller. The Masterplan has been informed by the review of key Council strategic documents, community and other stakeholder consultation outcomes, analysis of demographic and community profile, asset conditions and demand and gaps analysis, and development of key principle to guide future development of Miller.

A long-term vision, the draft Masterplan recommends:

  • A new multi-purpose community hub integrated with surrounding public open spaces at Miller Square over 3 stages, to include a library with adaptable programming spaces, function and meeting room spaces to accommodate social and community services, health programs, art initiatives, social meeting spaces and adaptable space for education and learning programs;
  • New safe pedestrian friendly spaces;
  • New open and connected axis into Miller Square with boulevard of trees;
  • Proposed increase of urban tree canopy on precinct scale that connects and identifies key connection corridors;
  • A staged redevelopment of Michael Wenden Aquatic Leisure Centre;
  • Creating connections among various destinations and facilities; and
  • Renewal works to existing parks and open spaces to improve their accessibility, safety and optimise utilisations.

At its meeting on 27 October 2020, Council resolved to place the Draft Miller Social Infrastructure Masterplan on exhibition for public comments.

As part of planning for the Western Sydney Aerotropolis, the NSW Government is undertaking a study to identify potential impacts on flood behaviour resulting from proposed future development across the broader South Creek Catchment. The study aims to investigate management measures to limit the cumulative impacts on flood behaviour and existing development. The first stage of this study has produced outputs which provide Council the opportunity to update and align its current flood mapping with the most current information available for this catchment. Adoption of the new flood information to replace the current (2004) study will also remove any gaps or duplications that could potentially arise from using different sets of flood related information to predict flood behaviour for the same catchment.

While the flood extents resulting from the new study are generally consistent with the current flood maps, some variations have been noted around a small number of the flood fringe areas. However, any variations between the current and the new flood maps are minor and mostly attributable to higher levels of accuracy in the topographical data that has been used for the new study.

In accordance with Section 47 of the Local Government Act 1993, notice is hereby given that Liverpool City Council proposes to grant a Licence Agreement to Coronation (28 Shepherd Street) Pty Ltd, for a Site Compound.

This Site Compound is required for the riverbank stabilisation works that are going to be undertaken along a section of the Georges River in the vicinity of the Old Paper Mill development area. It will be set up at the southern part of Light Horse Park at the end of Atkinson Street in Liverpool. The Licence Agreement is proposed for a term of 12 months. When the works have been completed, the Site Compound will be removed and the area restored back to its original condition.

Liverpool City Council resolved at its 27 October 2020 meeting to exhibit an amendment to the Liverpool Contributions Plan 2008 – Edmondson Park.

The draft Contributions Plan aims to address an anomaly in the planning framework that applies to certain land in Edmondson Park. This specifically relates to costs associated with the 21 dwelling per hectare density that were incorporated into the Liverpool Local Environmental Plan (LEP) and Development Control Plan (DCP) in 2015.

A detailed overview of the changes, including justification, is included in the Council report included below. A copy of the draft Contributions Plan, including clear identification of changes is also provided below.

The draft Contributions Plan is on public exhibition from Friday 30 October 2020 to Monday 30 November 2020 in accordance with Environmental Planning and Assessment Amendment (Public Exhibition) Regulation 2020.

Due to COVID-19 and for the safety and wellbeing of staff and community members, the draft Plan and related documents will not be available at Council’s Administration Centre or libraries.

Liverpool City Council is publicly exhibiting the draft Review of Environmental Factors (REF) Statement for the proposed upgrade of Governor Macquarie Drive between Newbridge Road and Alfred Road in Chipping Norton to a four-lane divided road. This Statement was prepared to determine any potential environmental impacts associated with the proposed upgrade.

Liverpool City Council is calling for expressions of interest for up to 8 nominations from persons who live, work in and/ or own businesses within the Liverpool LGA to be appointed by Council to join the Liverpool Tourism and CBD Committee, an advisory committee to Council. Council will appoint community representatives for an initial term of two years. Committee members serve in a voluntary capacity.

The functions of the Committee are to:

a) Raise local economic, social and cultural development issues, and make recommendations for solutions and actions;
b) Advise on the development and implementation of the City Activation Strategy;

d) Create, seek and lobby for opportunities that can enhance the visitor economy and/or an economic benefit to Liverpool; and

The first meeting of the Committee for new members is expected to be held in February 2021. Further meetings will be held bi-monthly.

The final report of the Royal Commission recommended 10 child safe standards that form part of a framework to make all organisations safer places for children.

NSW Parliament introduced The Children’s Guardian Act 2019 on 1 March 2020. To achieve compliance under the Act, local government authorities must become a Child Safe Organisation. A Child Safe Organisation is defined as ‘an organisation in which child safety is embedded in planning, policy and practices, and where the voices of children and young people are valued and acknowledged’.

A key component for all levels of governments is to designate child safety officer positions from existing staff profiles to carry out the following functions:

a. developing child safe messages in local government venues, grounds and facilities
b. assisting local institutions to access online child safe resources
c. providing child safety information and support to local institutions on a needs basis
d. supporting local institutions to work collaboratively with key services to ensure child safe approaches are culturally safe, disability aware and appropriate for children from diverse backgrounds.

This work is now underway to make Liverpool City Council a Child Safe Organisation.

At the Council meeting on 30 September, Council resolved to place the Draft Child Safe Policy and Behavioural Standards for Keeping Children Safe on exhibition for public comment and feedback.

    Stage Two on the northern parcel is being planned to include aquatic facilities, gymnastics and multi-purpose indoor areas as well as outdoor sports facilities and a play area.

    • Indoor learn-to-swim pool;
    • Indoor leisure pool and an indoor spa / steam / sauna area;
    • Outdoor water play area;

    • Two multi-purpose sporting fields with sizing suitable for soccer, rugby union and rugby league;
    • Basketball/ multi-purpose courts;
    • Boardwalk connections to and from stage 1 of the precinct;
    • Access road from Cowpasture Road;
    • Children’s playground;
    • Passive recreational spaces and preservation of natural vegetation;

    Council is proposing to undertake intersection upgrade works at Heathcote Road, Bardia Parade and Walder Road under a grant from the Western Sydney Infrastructure Program (WSIP) Round 3 local road package. The upgrade works at this intersection involve:

    • Construction of a left-turn slip lane from Bardia Parade into Heathcote Road;
    • A new signalised pedestrian crossing across the Heathcote Road southbound approach;
    • Widening of the Walder Road approach to provide a dedicated right-turn lane;
    • Improved street lighting along the Bardia Parade approach;
    • A signalised pedestrian/bicycle crossing across the Bardia Parade slip lane;
    • Kerb realignments and a 30m central median island in the Walder Road approach; and
    • An upgrade of traffic control signals.

    Project benefits include:

    • Improvements and reduced delays for left-turn movements from Bardia Parade into Heathcote Road and from Walder Road into Heathcote Road;
    • Improved operation of the traffic signals and reduced traffic queues along the intersection approaches;
    • Improved pedestrian movements across the Heathcote Road approaches;

    Council has prepared a detailed design of the intersection upgrade works, in consultation with Transport for NSW (TfNSW). In addition, Council has also prepared a Review of Environment Factors (REF) and has included strategies to minimise the impacts of the construction.

    Council is in receipt of a planning proposal request which seeks to amend the State Environmental Planning Policy (Sydney Region Growth Centres) 2006 (Growth Centres SEPP) in order to expand the area of the existing Neighbourhood Centre at 1370 Camden Valley Way, East Leppington, and to reorganise the development of residential, commercial and recreational uses on the site. The proposal includes rezoning of part of the site from R3 (Medium Density Residential) to B1 (Neighbourhood Centre), RE1 (Public Recreation) to R3 (Medium Density Residential), R2 (Low Density Residential) to RE1 (Public Recreation) and increasing the upper limit of permissible total retail Gross Floor Area (GFA) of the Neighbourhood Centre from 2500 sqm to 4800 sqm. It also amends the minimum lot size, minimum dwelling density and height of building development standards under the SEPP.

    The future public open space is reconfigured under the planning proposal, with no net loss in open space land area. The increased area of R3 (Medium Density Residential) zoned land is located next to areas zoned for medium density residential development and will allow for a variety of housing choices such as small lot housing, duplexes, terraces and other low-rise housing up to 12m in height. There will be no changes to minimum lot sizes for residential development, and the minimum dwelling density requirements for this site are proposed to be the same as surrounding R3 zoned land.

    Council is seeking feedback for the Draft Concept Plan for the construction of a local park at Kotlash Park, Lurnea. It is a green field local park on Facey Crescent next to Lurnea Public School, servicing the local community.

    The Draft Concept Plan includes the provision of the following:

    • A new children’s playground with coloured rubber safety playground surface, including a small natural play area;
    • Shade structure over the children’s playground;
    • Concrete paving area with accessible footpath;
    • Upgrade of the existing footpath;

    At its ordinary meeting held on Wednesday 29 April 2020, Council resolved that the existing Alcohol-Free Zones be re-established and implemented across the Liverpool Local Government Area (LGA).

    Alcohol-Free Zones are implemented as an early intervention method to prevent the escalation of street drinking. They are established to include public roads, footpaths or public car parks to reduce alcohol related crime and behaviour in known hot spots.

    Following the release of the Greater Sydney Commission’s Greater Sydney Region Plan (A Metropolis of Three Cities) and Western City District Plan, Liverpool City Council has a legal obligation under the Environmental Planning and Assessment Act 1979  to review its Local Environmental Plan (LEP) to ensure that it aligns with the priorities listed in these plans.

    The first Planning Proposal (Phase 1) of the LEP review was endorsed by Council on 25 September 2019 and is now on public exhibition. It includes proposed zoning changes in Moorebank.

    A number of strategies have also been prepared to guide strategic land use planning in Liverpool and to support the development of the new LEP and Development Control Plan. The strategies respond to key trends and opportunities to ensure that growth in Liverpool is appropriately managed and provides guidance for the assessment of future planning proposals.

    Phase 1 LEP Review Planning Proposal (includes proposed zoning changes in Moorebank)

    This Planning Proposal begins to implement the actions of the Liverpool Local Strategic Planning Statement (LSPS) and aligns with the Western City District Plan, and strengthens the LEP and corrects anomalies.

    Moorebank zoning changes

    A key element of the Planning Proposal seeks to rezone certain land around the Moorebank Town Centre from R4 High Density Residential to R3 Medium Density Residential.

    This proposed zoning change ensures that residential flat buildings (apartment buildings) are only developed in appropriate locations and that there is an appropriate transition between high and medium density housing.

    Council has now endorsed three draft land use strategies for public exhibition.

It ensures that housing delivery protects local amenity and character, open space and ecological values and is aligned with infrastructure delivery.

    Draft Liverpool Centres and Corridors Strategy

    The  draft Liverpool Centres and Corridors Strategy ensures that there are adequate, appropriate and accessible retail services for Liverpool’s growing population into the future.

    Draft Liverpool Industrial and Employment Lands Strategy

    The  draft Industrial and Employment Lands Strategy guides the retention, improvement and development of employment lands in the Liverpool LGA over the next 20 years.

    The Policy sets out the framework for commissioning, funding and the preservation of public
    art, both by the Council and other stakeholders.

    It is internationally recognised that public art contributes to the transformation of the urban landscape. Public art provides wayfinding opportunities, allows for creative engagements and best practice placemaking. It actively engages residents and visitors in public spaces.

    Council will support, encourage, promote, guide and assist with the planning, development, implementation and care of ephemeral, temporary and permanent Public Art in the Liverpool Local Government Area (LGA).

    Secondary Dwellings Amendment

    Amendment to implement a previous resolution of council to allow s7.11 payments on secondary dwellings to be paid in instalments.

    In accordance with the Roads Act 1993, Liverpool City Council is exhibiting the following name

    • MACDONALD ROAD – extension of the existing MacDonald Road in Bardia.

    This name is proposed for the road between Campbelltown Road to Bernera Road, Edmondson Park.

    Liverpool City Council has resolved to call for expressions of interest from persons who live, work in and/or own businesses within the Liverpool Local Government Area to be appointed by Council to the Intermodal Precinct Committee, which is an advisory committee of Council. Council has adopted the Intermodal Precinct Committee Charter, which guides the Committee’s functions.

    Council is seeking community representatives to serve on the committee for an initial term of two years. Committee members serve in a voluntary capacity and meet on a quarterly basis.

    The committee's functions include:
    • To ensure, through collaboration with the Intermodal Company, that the negative impacts are minimised and financial mitigation offers are considered and utilised to improve the health and safety of residents in Liverpool;
    • To provide advice to assist in any Council submissions on development or modification applications relating to the Intermodal development, with emphasis on minimising adverse impacts on the health of the community;
    • To develop partnerships with relevant stakeholders, environmental groups and key organisations; and
    • To make recommendations to Council regarding achievement of positive and negative outcomes for the residents of Liverpool.

    As per Clause 21 of the Environmental Planning and Assessment Regulation 2000, Liverpool City Council has adopted Liverpool Development Control Plan 2008 – Amendment No. 35. The amendment makes changes to Part 2.11 – Land Subdivision and Development in Edmondson Park. This includes a number of amended DCP maps, including the Indicative Layout Plan (ILP) to reflect the footprint of the revised design of Basin 14 at Edmondson Park and the new road layout in the vicinity of the basin.

    Liverpool Development Control Plan 2008 (Amendment No. 35) comes into effect on the date of publication of this notice. Copies of the Development Control Plan are available here.

    Liverpool City Council has adopted Liverpool Development Control Plan 2008 – Amendment No. 25 Incorporating Amendments to Parts 1 and 4 of LDCP 2008 (Clause 21 of the Environmental Planning and Assessment Regulation 2000) at its Ordinary Meeting of 29 April 2020.

    The amendments make changes to the following parts of the Liverpool Development Control Plan 2008:
